Housing

The Housing Manager is responsible for the overall operation of the Constance Lake First Nation Housing Department. The manager reports and works under the Chief and Council and also reports monthly to the Band Administrator; upon request. The housing Manager is directly accountable to Chief and Council and reports to them on all housing issues.

Some of the Housing Managers duties and responsibilities include; Preliminary Assessments, reviewing and examine blueprints, planning and developing an annual budget required for new construction, repairs, renovations and maintenance, authorize and maintain control on purchase/work orders and maintain effective liaison and co-ordination with retained services on reserve.

The main goal of the Housing Manager is to ensure the members of Constance Lake First Nation are provided with expert advice and support in the area of Housing Construction/ Renovations, as well as to provide high quality affordable housing.

When funding is available, the following steps are necessary and followed to ensure a fair process for the access to housing assistance by community members.

Applications for these three housing programs are available during posting only.

A notice is posted, inviting Constance Lake First Nation Members to apply. It is to the applicant’s advantage to fill the application to its entirety. Applicants are encouraged to attach a cover letter to their application, if there is any additional information, they wish the Housing Committee to consider during selection.

Completed applications are STRICTLY CONFIDENTIAL and are to be delivered or mailed to the First Nation Administration Office to the Attention of the “Administrator”.

Submitted applications are placed in an envelope, to be sealed on the deadline date, and re-opened at the time of selection. Each applicant meeting the eligibility criteria set out in our policy are processed through a point system based on needs. Applicants are further assessed by the Housing Committee who make final recommendation to Council.

Completed applications received will be processed accordingly and kept on file, appropriate correspondence is sent to each applicant upon approval & rejection.

The Selection Process

After the posting deadline, the Housing Committee will meet to review all applications received and then complete a screening process for eligibility criteria.

Each applicant meeting the criteria set out in this policy will be processed equally, using the point system based on needs.

If the Constance Lake Housing Committee deemed necessary, personal interviews will be conducted with the applicants.

References are required from each applicant, to be submitted with application as follows:

  • 1 rental reference & 1 hydro reference.

Results from the Point System Evaluation will be organized, complied and presented to Council for final approval. All applications processed will be notified by the Housing Committee or Housing Department once recommendations have been approved by Council.

  • CLFN Rental Unit Application Form
  • Cover Letter
  • Hydro Reference (Copy of most recent hydro bill)
  • Rental Reference
  • Verification of Income (i.e. pay, social assistance, and/or ODSP stub)

Public Works

Roads

Road maintenance for CLFN is done by Public Works. These services include seasonal maintenance such as grading, patching, pot hole repairs, ditching, brushing, culvert installations etc. and winter control operations. Any major repairs are contracted out.

Solid Waste

Garbage Waste is dropped off in Hearst at the Waste and Recycling Transfer Station in bins.

Recycling Program

Blue bins are collected from each house by Public Works staff and then sorted into three bins: cans and plastics, cardboard, and paper. The bins are then picked up and delivered to the Blind River Municipal Waste facility.

Community Facilities

The Infrastructure Department is responsible for the maintenance of Facilities/Public Buildings.

Water

Thought the water treatment plant is fairly new, it has replaced the old plant with a new drinking water treatment system with one that showcases an innovative Ontario water technology. Furthermore, the CLFN has also create a water-management master plan to ensure the system’s sustainability and improve the health of Constance Lake.
